What causes this issue?

You want to install a language that has a release level which does not
match the current system release.

System Response

For reasons of consistency, you should only import languages which have
the same release status into one system. Importing other release levels
is normally not allowed because it is not possible to guarantee that
the technical object and the accompanying text will fit together.

How to fix this error?

Check to see whether you are using the correct language CD.
