What causes this issue?

You want to perform a relocation with a package change. However, the
target system &V1& belongs to Basis, the target package &V2& to the
applications.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to perform a relocation to a Basis system, the target
package must belong to Basis.
Either change the target system or the target package.
