What causes this issue?

Changing the package in this way, also means changing the transport
layer of the object from layer &V1& to layer &V2&. To place the object
in a development class outside the layer &V1&, you need administration
authorization for the Change and Transport System.

Make the change as a user with CTS administration authorization.
