What causes this issue?

Request "&V2&" cannot be transported to the system "&V1&" since this
system is a recipient system which receives transports from
consolidation layer '&V3&'.

System Response

The request cannot be released. The check was ended.

How to fix this error?

Change the target system of the request involved before you attempt to
release it again.
The system "&V3&" can only be supplied with transportable change
requests.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
