    How to fix this error?

    You can modify the content of unreleased requests/tasks only:
    Contact the owner of the request/task to discuss the changes.
    Move the request/task to your user name. To do this, go to the request
    overview. Position the cursor on the request/task you want to move, and
    choose Change Owner...
    You can now make your changes to the request/task.
    Once you have completed your changes, change the request/task back to
    its original owner.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
