What causes this issue?

You want to use this transaction to edit objects that are assigned to
the central Basis component of your SAP System through their package.
Central Basis objects are just that, the basis of the SAP System. You
can damage the ability of the whole SAP System to function correctly if
you modify these objects. You could also lose these modifications when
you upgrade the system.
