What causes this issue?

All bottom nodes of a characteristic hierarchy which are used within
a portfolio hierarchy must be formed by the corresponding
characteristic. Non-chargable nodes are not allowable as bottom nodes.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
