What causes this issue?

In a risk hierarchy, a bottome node represents a risk factor. For this
reason, the relevant data for the risk type corresponding to each
bottom node must be maintained. No risk factors have been maintained
for this node, and it is thus inconsistent.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
