'Do not translate' or 'In individual languages'. In the second case,
the language you selected &V3& is not included in the list of permitted
language versions.
The system does not allow you to create form &V1& in language &V3&.
If the form is to be created in several language versions, you should
set either the attribute 'In all languages' or 'In individual
languages' in the form header of the source language (&V2&) for the
language you have specified.
