What causes this issue?

The transport object was not imported as the language used is not
installed in the target system.

System Response

The object is not imported. In the case of styles/layout sets, the
relevant language version of the style/layout set is not imported if
the specified language is not the original language of the style/layout
set.

How to fix this error?

In order to import the object, the specified language must be installed
in the target system.
