What causes this issue?

Term values maintained for the risk factor and hence deletion of MDCR
Set ID is not allowed.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

System Response

If at least one term value is maintained for the risk factor
(securities, index, forex and commodities), deletion of MDCR Set ID is
not allowed.

How to fix this error?
