What causes this issue?

The source client is protected against data export with a client copy.

System Response

In transaction SCC4, you can specify per client whether data may be
copied to another client using a client copy. This flag is locked for
the source client, therefore allowing no data to be exported.

How to fix this error?

Coordinate your copy action with the system administrator.
