What causes this issue?

At least one client in the system is flagged as 'Production', or is
locked against changes to cross-client objects, or is protected against
client copy.
A copy with cross-client customizing is not allowed.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Use a copy profile without client-specific customizing.

Procedure for System Administrators

Check the correctness of the client settings with transaction SCC4
(Client Management).
