What causes this issue?

It is necessary to copy the Customizing data and user master records
for the copy action selected.

System Response

Copying master & transaction data into a system in which Customizing
exists can result in foreign key relationships between Customizing and
the master & transaction data no longer being fulfilled.
To avoid inconsistencies in the Office user area, you always need to
copy user master records as well when you copy master and transaction
data.
