What causes this issue?

Rate is missing in the currency tables or in the scenario.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In Customizing, check whether exchange rate categories have been
defined for the evaluation type you have selected:
Treasury -> Treasury Management -> Market Risk Management ->
Evaluations -> Define default settings
Make sure that at least one value for the rate category entered under
the bid rate is defined in the rate table TCURR.
