What causes this issue?

This function is currently not available because of a maintenance- or
upgrade procedure being in progress.

System Response

During a zero-downtime-upgrade or maintenance procedure, the standard
business processes and transactions are available while the less
frequently used functionalities of the system ? typically the
configuration activities ? may be blocked for the duration of the
upgrade. If standard business processes and transactions are not
available, then only for a few minutes while the system is being made
ready for use after a maintenance- or upgrade procedure.
The functionality you are trying to use is currently blocked due to an
upgrade or maintenance procedure.

How to fix this error?

Wait until the upgrade or maintenance procedure is finished. If standard
business processes and transactions are not available, you usually have
to wait only a few minutes. Afterwards you can continue with your
activities.
Refer to your system administration to get information about the
expected duration of the upgrade or maintenance procedure.

about the time and duration of planned upgrade or maintenance events and
