What causes this issue?

Message &V1&, which is in a message package was not processed. The
reason is that the message has been processed before, but an error
occurred during processing. Consequently, the message will be
rescheduled by the dispatcher and assigned to a different message
package.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
