What causes this issue?

If you delete customizing entries and there are system entries with same
key then it seems that the deletion doesn't work proper, because next
time the entries appear again. But these are the system entries which
were merged with customizing.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
