What causes this issue?

This A
of an error while delivery.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

For example: to start a workflow via event failed because of missing
data for data binding. After adapting the binding the event can be
re-delivered via "Restart".
An event can be cancelled to hide it from monitor but it remains in the
event queue because it carries business data.
