What causes this issue?

The maintenance of the logical RFC destination for Workflow cannot be
started because the current user is not authorized to assign user
profiles. This authorization is needed to be able to create and
maintain a background user for the logical RFC destination.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Obtain authorization for maintaining user profiles (authorization
S_USER_PRO).
