What causes this issue?

You tried to add a new rule under the physical ID &V1& to the Business
Rule Repository (BRR). However a rule already exists under this ID.

System Response

The operation was denied.

How to fix this error?

Ensure that the affected rule is either added with the option
'overwrite' or that it is deleted before the addition is made.
The applicaiton key that is used is (if known): &V2&
