What causes this issue?

By specifying an event, controller, and component application, a
user-defined event is assigned to an event handler.
In the case of event handlers for actions and inbound plugs, an explicit
assignment is not necessary because the assignment takes place
implicitly through the creation of the action or the inbound plug.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
