What causes this issue?

The CHIP settings for the navigation target are conflicting.

System Response

Navigation is not possible.

How to fix this error?

Change the CHIP settings: Either enter a name of the display area for
the CHIPs, or select "Display CHIP in New Window". You cannot specify
both settings at the same time.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
