What causes this issue?
Changes made by user <(>&<)>1 are recorded in the table change log with
reference to user <(>&<)>1.System Response
User <(>&<)>1 is entered in the field for the user name ("USERNAME") in
the audit-relevant table DBTABLOG. This table records changes in
Customizing activities and tables. Therefore, the user cannot be deleted
