What causes this issue?

You have started the maintenance transaction for users (transaction
SU01, SU10, or SU3) based on the package SUSR_IDENTITY.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

All of the functions continue to be available to you in the familiar
form, based on a new package. If you want to use the old functions,
start the corresponding transaction SU01_OLD, SU10_OLD, or SU3_OLD.
