What causes this issue?
This step creates the language package.
It writes all the transport requests (and their control information) to
a file. The language package is in the subdirectory <ZH>out</> of the
directory <ZH>DIR_EPS</>.System Response
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
