What causes this issue?

The original language is checked during the language export.

System Response

A language transport is a transport of translations. To differentiate a
translation from the original language, all objects that have object
directory entries also have an original language.
To avoid original texts being overwritten with any obsolete texts
during a language transport, you have the option of transporting only
translations in a language transport and omitting texts in the original
language.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
