components in the target release, and their relationships.
The phase discovered that the package &V1& needs to be installed to
update the language &V2& of one or more components. The package was
unpacked and its requests were flagged for import.
The upgrade checks all flagged packages when preparing the language
imports.
Import entries are created for the imported packages, which create
appropriate status entries in SMLT.
If requests missing from the system indicate that flagged packages were
not imported, this message appears.
If you need these packages, use Transaction SMLT to import them.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
