What causes this issue?

The phase LANG_REQ determines all languages currently installed and all
components in the target release, and their relationships.
The phase then used this information to find a suitable language
package for each language/component relationship on the CD or other
volume.
The language package information was saved to the database and cannot
be accessed.

System Response

The language installation cannot be completed.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
