What causes this issue?

Some incomplete supplementation jobs exist.

System Response

To keep the system consistent, any incomplete actions are terminated
permanently when a new job is scheduled.

How to fix this error?

Use the restart function to complete the actions, or schedule a new
action. This will terminate any other actions.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
