What causes this issue?

Some materials in reference plant &V1& are not available in reference
plant &V2&. All materials from your source plant must be available in
your target plant.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Select another reference plant, or change materials at reference plant
level if you still want to move the selected plants to the target
reference plant.
