What causes this issue?

The settings for host and port to the Web Service Navigator are not
specified. Web Service Navigator can not be started.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Please goto transaction Soamanager. Select tab "Technical
Administration" and select the link "SAP Client Settings".
Expand the tray "Web Services Navigator". Enter host name and port
number and save the settings.
