What causes this issue?

The specified standard job is not active or not scheduled. This job is a
requirement for SOAP Runtime monitoring to run properly. No data can be
collected for monitoring purposes without this job.

System Response

Standard jobs are administered in transaction SM36 (under "Standard
Jobs"). Standard jobs are shipped by SAP; the parameters of the report
are set as a default variant. After the system installation, the
administrator is responsible for scheduling the standard jobs.

How to fix this error?

Contact your system administrator and give him or her the number of the
error message.

Procedure for System Administrators

If you want to record and evaluate data for SOAP Runtime monitoring in
your system, the specified standard job must be scheduled. You do this
in transaction SM36 using the functions "Standard Jobs" and "Default
Scheduling".
