No RMS exists for which the user has authorization. This either means
that no RMS has been maintained, or that the user has insufficient
    authorization.
To create an RMS, choose the following in the IMG: <ZK> SAP Web
Application Server -> Basis Services -> Records Management -> Maintain
Registry</>, and read the section on <ZK>Creating Classification
    Parameter Values</>.
To use Records Management, the user requires the authorization object
<DS:UO.S_SRMSY_CL>S_SRMSY_CL</>; This is included, for example, in the
authorization profile for the role SAP_BC_RM_USER (standard user for
    Records Management).
