    How to fix this error?

    Your system administration should check the change licences of the
    namespace &V1& in your SAP system. The namespace must have the
    namespace role "P" (producer) and a valid licence for this system.
    Maintain the namespaces in: transaction SE09 -> <LS>Transport
    Orgnanizer Tools</> -> <LS>Administration</> -> <LS>Display/Change
    Namespace</>.
