What causes this issue?

The action is locked.

System Response

It cannot be processed.

How to fix this error?

The lock flag is set by the relevant application. This should prevent
incomplete documents from being outputted, for example.
If a corresponding status of the document is achieved, the lock flag is
reset again by the application. Processing of the action is then
possible.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
