What causes this issue?

You cannot modify SAP base device types.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

In transaction SPAD, create a copy of the device type with a new name.
You can then use report RSPO0022 to change the required entry under the
new name.
