What causes this issue?

The system could not find a page that uses the page fragment &V1&/&V2&.
However, you can only update the navigation index for pages (pages with
both a view and flow logic), not for page fragments.

System Response

The system could not update the navigation index.

How to fix this error?

Include the page fragment &V1&/&V2& in a page and activate this page.
Then the system will update the navigation index for the page fragment
automatically.
