What causes this issue?

To search SAPNet for licenses for this system, you must have the
installation number und system number. If you do not have both numbers,
SAPNet cannot find the licenses.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Manually find at least one license in SAPNet where both installation
number and system number are specified and manually install the license
by choosing "Install".
