What causes this issue?

You have already opened a worklist in another session, or a worklist
lock has not been reset because of a system error.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Process the open worklist. If no other worklist is open, check in
transaction SM12 whether a worklist lock exists, and delete it if
necessary.
