What causes this issue?

An invalid telecommunications number was entered.
Only numbers and the characters (, ), /, and -. It is also possible to
use '<(>&<)>' as the first character to deactivate exchange collection
thus allowing facsimiles to be sent internally.

System Response

This number cannot be used to create a telecommunications request.
