What causes this issue?

You have tried to call a transaction that belongs to the Service
Implementation Workbench (SIW) in a customer system for which the SIW is
not released. It is released only SAP internally and for dedicated pilot
customers.

How to fix this error?

If the message appears at SAP internally, inform your system
administrator to switch the system type from customer system to SAP
system or choose another system that is classified as SAP system.
If the message appears at customer site and you want to use the
component, get in contact with SAP and ask for a registration as a pilot
customer.
