What causes this issue?

The service cannot be created under the path you selected.
A function has been introduced to prevent services from being created
under areas that are not related to the component.
For example, services that belong to a basis component cannot be created
under an application component.
The check is made using the package to which a service is assigned.
Exception 1: All local objects are permitted, without being checked.
Exception 2: Objects are checked in SAP systems only, and not in
customer or partner systems.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Example:
A service from an application (such as XYZ) belongs to the package
XY-AB-CD.
All services of this application must be created under the relevant path
, for example under Default_host/sap/xy.

The above service cannot be created here, unless it meets the following
restrictions.
Components such as BSP* or SRT* allow all components to create services
in their subtrees.
To enable this, the table ICFAPPLICATION must contain an appropriate
entry. The value 'ALL' must be entered in the COMPONENT field. The
relevant path information must also exist.
If you still need to create a service under a special subtree, you must
make an appropriate entry in the table ICFAPPLICATION. You can also
create subcomponents.
