What causes this issue?

Segmentation-based valuation can be maintained only when the
segmentation strategy scope is 1 (that means<(>,<)> only when both the
requirement segment and stock segment are maintained). You cannot
maintain segmentation-based valuation data when the segmentation
strategy scope is 2, as in this case, where only stock segment is
maintained on the variant level.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

The segmentation strategy scope must be 1 if you want to maintain
segmentation based valuation data.
