What causes this issue?

The business function was marked as irreversible by the author.
Deactivating the business function can lead to data inconsistencies,
unpredictable program behavior, or even system standstill.

You perform this deactivation process at your own risk. SAP will not be
held responsible for any consequences resulting from this action.

How to fix this error?

Ensure that all the objects assigned to this business function were
checked for their ability to be deactivated. Also be aware that some
objects (such as, for example, Switch BC Set entries already written to
database tables) cannot be deactivated again.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
