How to fix this error?

The activation will be restarted. All dependent BC sets and objects of
the Data Dictionary will be reactivated. Objects that are already
switched on will also be activated. This mode is only useful if the
previous activation was cancelled. In addition to the entries marked as
inactive in this transaction, the active entries are also activated.
