What causes this issue?

The assignment of a package to a switch is to be deleted. Since the
packages of this switch contain switchable Dictionary objects, deleting
the assignment would result in the activation of the Dictionary. If you
want to assign the package to a different switch, it is important that
you do so before activating both switches simultaneously.
