What causes this issue?

The tables listing possible link types (DSYLI and DSYLT) do not contain
any entries.

System Response

Execution of the program stops.

How to fix this error?

Using SM31 add the following entries:
to table DSYLI:

R
T
to table DSYLT:
Language,,L,,Link type ID
D,,E,,Executable link
D,,I,,Insertable link
D,,O,,Link from a structure
D,,R,,Referential link
D,,T,,Link to a structure
Then repeat the function.
