You have already opened a worklist in another session or a worklist
lock has not been reset because of a System error.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Edit the open worklist. If no other worklist is open, check with SM12
whether a worklist lock has not been reset, and delete it if
appropriate.
