What causes this issue?

You tried to confirm the translation of a text.
This was not necessary in this case, either because no confirmation was
required or you had already confirmed the translation.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

A translation can need confirming if a translation already exists for a
source text but there is not yet an entry in the proposal pool.
To tell the system that a previously unknown translation is correct,
you must either confirm or change the translation. In either case, you
declare the translation to be a valid translation of the source text
and create an entry in the proposal pool.
